Yes impossible I guess, if you have a case and HDD you can get an Intel Duo Core system.

What Valve games do you want to play exactly? Also you will need to up your budget even for an entry level budget with an APU/ or FX chip+ entry level graphics card. From what I know valve games are not demanding so you can get away with a low budget build.
I can suggest you a build based around the Athlon II x4 760k but it will exceed your budget probably.
