I have seen mineral oil pc's in the past. I know that mineral oil is non-conductive, so the pc parts will work fine. My question is, Is there any prep one would need to do before submerging the parts other than sealing the tank etc.

Solution
Nope, just make sure you have the right mineral oil and that the motherboard is properly isolated just as you would putting it inside a regular case (also do not submerge mechanical hard drives or disc drives)
