I plan on Overclocking my 4770k, using it's Turbo Boost max GHz of 3.9ghz, but I don't want to risk overheating by any measure.

I am using this case:

..along with the aforementioned parts. Would I face any complications in pushing my CPU to 3.9ghz as long as I'm using a proper thermal paste like this:

No its perfectly safe and you should easily get it to even 4.2 ghz if you want all that extra speed.

The CM 212 EVO's are pretty much the best cheap cooler you can get. They do pretty well with OCing. You won't set any records, but 4.2GHz should be achievable. Your limiting factor with a 4770K is more so going to be that "magical wall" they seem to have. They seem to OC with very minimal effort, however, there seems to be a wall with each chip that you won't be able to get past. Mine was 4.3GHz. My cooler keeps it pretty frosty and no matter what I can't get it 4.4GHz. It's sort of the luck of the draw. You'll be fine OCing with that cooler though.
