Can't access network options and certain programs do not launch

Hello!

I'm having a bit of problem with Windows 7 on my Sager NP9150 laptop. I BSoDed yesterday and after a system restore from a "critical update" two days ago I managed to launch my computer and get to desktop. Since then I've been able to do most things, however the ones I'm not able to do are infuriating. I turned off Windows Updates for fear of future "Critical Updates" (This has happened before but resolved itself within a few hours.) Here are a few things I cannot do...

1. Start certain programs
Avast! Pro Antivirus and Steam usually launch on startup, but when this happened they didn't, and running them as administrator simply slows my computer down for a while with the blue spinning circle hanging above my mouse cursor.

2. Access network options.

The network icon in the Taskbar is stuck on the "loading" icon, the one you see when connecting a network. I can't access any of my network options, through control panel or the tray.

3. Access certain Control Panel features.
I can't access certain features. Device Manager, and as mentioned earlier, network settings.

4. Uninstall or install any programs.
Windows installer seems to have stopped while the network icon is loading.

5. Access the "Computer" folder (where all the drives are listed and their space.)

This is quite infuriating, as it takes about 5 hours or so for the laptop to wake up and work. I've got Windows 7 on a Crucial M4 SSD, with most of my programs on my HDD.

UPDATE:

Directly after I posted this the computer loaded up. The Control Panel pages I had attempted to open all opened at once, along with the programs that wouldn't open. I've never heard of anything like this.
