Computer turns on but no signal on monitor

I turn on the pc but there is no signal on my monitor also I'm trying to repair it and I think it might be the mobos fault because my cpu won't lock in to place

once you take it out put it back in immediately.

its the cmos jumper pins take it out of the 2 pins its currently in and then put it in the two pins on the right i think if its in the pins on the right then put it on the pins on the left (there are 3 pins) take it out for around 10 seconds and then put it back in.

i seen this problem lots of times im sure you not stupid and have checked the cables in the back of the pc and monitor.
