Cable modem link light?

This might be a stupid question but here it is. I have a Scientific Atlanta cable modem with the Ethernet line hooked to a Netgear wireless router. On the modem it has lights for Power, DS, US and Online, these 4 lights stay on solid all the time, Then it has lights for Link, Tel 1 and Tel 2. I don't have a phone line hooked up so the phone lights stay dark. The link light stays blinking all the time, When the link light is blinking it indicates that there is traffic to and from my PC and when the link light stays solid or not blinking it indicates that there is connection but there is no traffic back and forth, So when I shut down my PC the link light should stop blinking and go solid but when I shut down my PC the link light only pauses for a second and then goes back to blinking mode. If my PC is shut down there should be no back and forth traffic so why does this link light continue to indicate traffic??????

I understand that but the way the instructions read, If the light is blinking it means there is information traffic between the modem and the computer not from the modem to the router and when it is solid not blinking it means there is a connection but no info traffic at least that's the way it seems to mean. So if I shut down my computer and shut off the router then the light should stop blinking and go solid?

That makes perfect sense but when I shut down my PC and then pull the plug on the router instead of the modem link light going solid like the instructions says it's supposed to it goes out completely. I'm just trying to figure out how the basic connections work. At some point the link light is supposed to stop blinking and stay on solid but it doesn't. That light blinking was making me think there was some kind of activity happening that I didn't know about.
