GPU Fan RPM locked?

Greetings,

I've only recently just noticed that my GPU fan speed doesn't seem to differ even when temperatures rise. (GTX560 Ti)

I've tried changing the fan speed from 30% to 100% using EVGA Precision and the nVidia control panel but the rpm remains the same. It stays around 990-1020 rpm no matter the fan speed. How do I go about resolving this issue?

I've read that flashing the gpu bios may help, but I want to try other things before resorting to that.

Thanks for your time.

Solution
Try using MSI Afterburner; it allows you to easily program GPU fan speeds based temperature.

Trixx is another software tool with similar functions. If those don't work you probably need a bios flash or hardware fix (new fan etc).

MSI Afterburner seemed to report the same statistics as GPU-Z so at least the information is correct. Sadly, it didn't change the rpm of the gpu fan. Stayed at 1020 rpm when at 100% speed.
