WoW FPS problem on GTX 770

Hi guys, here's the machine I'm working with:

i5-750 overclocked to 3.6ghz
geforce gtx 770
8 GB ram
SSD

I know that the i5-750 is getting a little old but when I notice that the frame rate is low (25 man raids and 40 man bgs mainly) it is only showing ~60% utilization.

This is with max settings; am I wrong in thinking that this rig can run it with max settings? I do have v-sync on as I am playing on a 40" tv and I get pretty bad screen tearing otherwise.

Thanks in advance for your help. Really bummed to have spent ~$400 on a graphics card and still not be getting a smooth experience.

My PSU wattage is 650. I have this PSU

Don't think the TV is a problem, I was getting 60 FPS in FFXIV which I believe is more graphically intense than WoW.

Just uninstalled driver and used a driver sweeper. No change :/

Trying it without V-sync now but I think I'll get tearing
Also turned off the Reduce Input Lag option
