Hello guys I'm new to pc gaming and building so I wanted to know if this build will let me play Skyrim, Fallout 3 and Fallout New Vegas in high or ultra settings with a lot of mods.
My budget is $900 - $1000 I don't want to spend more then $1000 but if I have to I'll save up to $1300. I'm open to your suggestion.
-CPU - Intel core I5 - 4670 ( $219.99 )

-Video Card - ASUS GeForce GTX 770 ( $349.99 )
-Ram - Kingston HyperX Blu 8gb ( $89.99)

Also is widows 8 better then 7 when it comes to gaming? and what optical drives are good? or does it even matter?

Okay, Blower type coolers are louder by design, but they have the advantage that they exhaust the hot air directly outside the case. They are also less dependant on fresh air being directed towards the graphics card. They have the ability to suck air in with much greater force because they create a lot of underpressure, so they are ideal for small cases or limited airflow cases. for that case you will want a blower style GPU, there is only 1 blower style GTX 770 http://www.newegg.com/Product/Product.aspx?Item=N82E16814130939

Would changing the case solve that problem or is it still needed? the thing is I still have to buy a keyboard, mouse and gaming monitor

Yeah if you got a mid tower case you wouldn't need to change your GPU, also the $1,000 price is that for PC or is it for everything PC, Monitor, keyboard and mouse.

PC $950 - $1000 hopefully and about $250 - $300 on everything else, could I use a non - gaming keyboard and mouse I know for MMO that would be the way to go but I mostly want to play the three games I listed above with mods

thanks for the help man I can't wait to run these games with mods, just one quick question do I need all four case fan or would one or two do the job?

Well the case comes with 1 x 120mm fan (I don't know how good or loud that one is), Can't use the 2 x 120mm top fans if you have a DVD drive, but the 230mm fan is a must have.

For 2 years I would add a GTX 780 for $100, it does alot better for only being $100 more.
