How do I re-edit a file I created in a Read-Only folder?

A little help, please. How do I edit a file I created and saved, without having to rename it every time I save it? Further, how do I actually changed the Read-Only property on folders.

I, and only I, have an account on this PC I bought directly from the vendor. Win 7 64bit. My account is of type 'Administrator', which claims 'Administrators have complete access to the computer and can make any desired changes.' Yet I cannot change the 'Read-Only' status on folders, and now, having created a simple text file, and edited it unmercifully yesterday, today, I can open it but cannot save it:

'File/Device may be ReadOnly, or open for write by another application. Use 'Save As' to save as a different name'.

I've gone to the folder's properties: Read-Only.
Administrators have 'Full Control' (hah!) but the Read-Only solid-fill box returns even after cleared and 'Apply'ed. The file is not listed as Read-Only. No other apps are running that could have a hold on this file.
I miss XP's version of 'Administrator has 'complete access'...cause then it was actually true.

This drives me nuts from time to time. Finally time to put a stake through it. And buying a third-party package should not be the solution, right Microsoft?

Bring up the folder in a Windows Explorer window. Right-mouse click on the folder, then click on Properties. Go to the Security tab. Make sure your userid has FULL CONTROL. If it doesn't, give it Full Control. If you don't see your userID in the Security tab, then Add it and give it Full Control. That should allow you to take the Read-Only status off the folder's Properties.

Do the same steps for the individual file if necessary.

Thanks for the help. Solution turned out to be just as annoying: 'Run As Administrator'.
Why this has to be explicitly set at run time of an individual program, rather than being, hey, a checkbox next to every app listed under CtrlPanel | Programs and Features, is just annoying.

So I'd been running earlier from the desktop shortcut I'd created ages ago, and for some reason later I started running from the program-installed Start menu shortcut, which didn't have the 'run as Admin' checked.
Hey Microsoft, how about an icon or color change in the title bar on a program to let the user know what mode a exe is running in? Just sayin'.
