What i have now.
Model - HP Pavilion Elite HPE-400y Desktop
Motherboard - N-Alvorix-RS880-uATX (Alvorix)
Processor - AMD Phenom II X4 945
Power supply - 300W
Gpu - ATI Radeon HD5450

Thinking of buying new Gpu in 2 weeks for the MMO The Elder Scrolls Online (sooner the better)
price range $60-$100

Was thinking of going for a PowerColor Radeon HD 6570 (AX6570 2GBK3-H) 2048MB PCIe x16 Gen 2.1 or any suggestions in my price range (Need anything better then ATI Radeon HD 6490M) would like to stick with ATI or AMD.
Doesn't have to be overclocked or have Crossfire.

Much thanx for any and all answers.

I suggest an AMD HD 7770 which comes in at about 90$ - 100$. It is the best budget card.

Isnt that a gen 3.0 gpu. I only have a PCI Express x16 slot Gen 2 speed. Would the 3.0 be compatible with a 2.0 slot and would the power supply i have now be enough.

Yes. It will not bottleneck the card in any way. Also, it just needs about 70W of power so you should be good with your current power supply.

Much thanx H4X3R was looking at them online does it matter who makes it like asus, msi, sapphire or gigabyte. Also what about getting 1 that's only PCIe vs 1 that's PCIe x16 Gen 3.0 is there a big difference. sorry for all the questions I'm a PC newb

pci gen 3.0 is backwards compatible with gen 2.0. Also, the bandwidth of gen 2.0 is more than enough for the suggested card, and gen 2.0 can accomodate every card there is currently available (in terms of bandwidth)
