im wondering what performance i would get from on r9 270x 2gb and crossfireing a r9 270x 4gb together and what psu would i need (btw both cards are from the same brand)

Battlefield 4 you will get 111 avg and 61 min but that is before Mantle was added so it'll do better now

Yes you can, the brand ASUS, MSI, EVGA etc the only difference between them are the cooling and stock clock speed, you can even crossfire with a R9 270 (No X) just keep in mind that the clock speed of the R9 270x will go down to meet the R9 270, same goes for 2 x R9 270x if one has a lower clock speed the higher one will go down to meet the lower one
