Temperature, Power Problems And Bottleneck With My System

HI guys, Im new here... This post is about my first build...
This is my System specs :

CPU - Amd FX8320 3.5Ghz (Running at stock)
CPU Cooler - Asus Arctic Square
Motherboard - Gigabyte GA-970A-DS3P
GPU - Sapphire R9 270, 2GB, 256 bit, DDR5 (Running at stock)
RAM - Corsair 2X 4GB, 1600Mhz Value RAM
PSU - Cooler Master GX 550 Watt Bronze

My question is :
1. Is my power supply enough for support this spec? Because sometime my cooler fan stop funtioning and temperature hit 80 degree...

2. Is my GPU bottleneck my CPU? Im playing Need for speed Most Wanted at my friend computer (AMD FX4130 with Sapphire HD 7750) little lag at medium - high setting, so im build my new system that i think three time greater and three time cost, after finishing those system i got same performance as my friend system, i cant maxed out Need for speed Most Wanted... now im really need some tips and advice....

3. Is it normal that my GPU hit 58-62 degree while playing games(75% fan speed)...? Any solution for make it more cooler...?

Sorry for my bad english or asking at a wrong section.... I really hope that anyone reading this can teach and give me some solution...

Your psu id not best. maybe better look better one like Rosewill cappstone 550-750w.
Good cheaper psu is EVGA http://pcpartpicker.com/part/evga-power-supply-120pb0750kr

Labeled wattage is enough but is it good enough to giva that much wattage?
Id look better psu but if it works fine you can use it. Next time buy better :)

CPU and GPU looks fine to me. Sure you can buy better (faster) gpu if you need. Then look R9 290.

It is normal. You can cool it down with better airflow. More fans to case. One more 120mm floor / side fan gives fresh cool air for video card.
