I just set up Outlook 2010 in my computer and I was getting the Red x in the White Box in the messages instead of pictures. I found the answer and thought I'd pass it along to others at your site.
In Outlook's email message - under the sender's address - you'll see a message that reads:
"If there are problems with how this message is displayed, click here to view it in a web browser. Click here to download pictures. To help protect your privacy, Outlook prevented automatic download of some pictures in this message."
When you click on this message there is a drop down with the following:
Download Pictures
Change Automatic Download Settings
Add sender to Safe Senders List
Add the Domain @...
View in Browser
Choose "Add sender to Safe Senders List" and you'll immediately see pictures instead of the Red x in the White Box.
