drop the quality settings is all you can do... but your realy under spec to play it on multiplayer...
if your card can handle it (in that its not maxing out on temps) you could try a slight overclock but other than that and the reduction in overall quality theres isnt much you can do...

Are you looking to buy a new video card or work with what you have?
If you're working with what you have, try running at medium settings and no AA.

If you're looking to improve your system, how much money do you have to spend?
Grab a GTX 760 or 770 with AA on full and AA transparency turned on at that resolution would work wonders.

while i agree a better gpu is needed. the limits of that dual core will hinder bf4 performance regardless of the gpu.
bf4 really does need more cores... in most cases you could get away with just throwing more gpu at it, but the frostbite engine is cpu bound which limits the game on a dual core build...
what will happen if you throw in a high end card. the fps will bounce from 5-50+ and rubber banding will creep in making it impossible to play...
i know the i3 2100 is a good cpu but for this game a quad is the only real choice.

The only way you can run it more smoothly with your current spec is to lower the graphics. That's the same rule for any game. If you want better performance without sacrificing graphical quality, you need to upgrade your hardware. In your case, unfortunately, that'll be the CPU, GPU and RAM as well as your copy of Windows. The PSU may also need to be replaced.

With that in mind, you may be better off with a console.

In short, no, you'll have to lower your graphics quality in-game.
