Computer rapidly cycles power

Computer started fine, until yesterday, now won't even boot. I have read all the lists on here about things to check first, and have followed to the best of my ability.

I am in charge of maintaining a computer at work that just interfaces with an old worm drive motor. It runs Windows XP, and has been fine for 3 years. Yesterday it was running slow, so I decided to reboot it. In the process, It would get to the Windows XP logo and the scrolling loading bar, then just shut down. I booted again, and it asked if I wanted to try safe mode or boot normal, so I choose safe mode, and it booted into that just fine. I tried to restore it to a previous restore point back in Dec. and after it did the restoration, it restarted, and the same problem, got to the Windows XP logo with a scrolling load bar, then shut down. I searched for a while, and everything I found was talking about people who had changed components or done some kind of modification, but I haven't touched this thing since we set it up.
I looked at the BIOS and it was saying that the mobo temp was about 70. I opened up the case, and sure enough the heat sink to the mobo was hot to the touch (about 70), so I installed another fan to move more air. I restarted it and it cooled down to about 60, so I went to try again, but still no go. After another time or two of booting up and looking at the readings, it wouldn't boot at all. . I would plug in the power from the outlet to the back of the PSU (no switch to turn it on and off), and it would just cycle on for 0.5 secs and off, on for 0.5 secs then off. This sounded like a PSU problem, so I disconnected all the power supply cables and shorted pin 15/16, and then plugged it in to test the PSU with a multimeter. The fan would turn on for a second, and then slowly spin down, while the fan is spinning, all voltages are fine, but after the fan stops, only pin 9 reads 6V (purple wire). Is the PSU just bad, or am I missing something?

UPDATE: I found another PSU that could power the mobo and HDD, so I used it and the computer booted without a hitch. So I guess that answers the question, and the PSU has met its end. Sorry to bother you guys!
