computer doesnt completely turn off and most of the time doesnt post.

parts:
asus m5a99x evo (the first version)
16 gigs ddr3 1866mhz ram running at 1600mhz(2 8 gigs sticks)
amd fx 8150 (stock speeds never been overclocked)
1100 watt modular psu
sapphire 7870 xt tahiti le
2 3tb seagate hdds (storage for every computer in my house)
1.5tb toshiba hdd (steam games and program install drive)
120 gig ocz agility 3 (os/boot device)

so what happens when i turn my computer on is sometimes it doesnt post. it hangs on the processor according to the post leds on the motherboard. occasionally it hangs on the boot device for like 15 sec but then it goes. i can turn it on but i have to flip the switch on the psu on and off till it posts. usally the first try it goes but sometimes it can take up to like 10 tries to get it to turn on. sometimes i get the bios screen saying that the overclock failed. i tried to clock the ram back to stock but i get overclock failed everytime. it used to run at stock but it clocked down all by its self for some reason ( i never touched it) i can take screen shots in the bios if that helps to see the settings.

also most of the time when i shut my computer down windows quits running but my computer is still running. all the fans speed up to max speeds on my processor and gpu. and all my usb stuff has power. the times were it does shutdown it will turn its self back on but it doesnt run windows. its like when i turn it off.

ive tried resetting the cmos settings my removing the battery and leaving it out for an hour just to be safe, updating the bios to the newest version ( i always make sure its updated now after this started happening) and ive tried reseating the processor and the ram.

Ok I'll see if it's the psu. I'm going to put it i to my friends computer to test it. His psu isn't powerfull enough to power my computer. It's a 400 watt. But that should show if it's the psu or not. Thanks I didn't even think of it being the psu. I thought it was the mobo or cpu
