Asrock z68 extreme 3 gen 3 bios/windows 8.1 clean install issue

Yesterday I flashed my bios (i have an asrock z68 extreme 3 gen3) it had been running the stock bios which was 1.20 for about 2 years. I bought a new logitech G602 mouse and when I plugged it in everything started slowing down, so I though a bios update might help. So I upgraded it to 2.30, it went through the update and asked me to press enter to restart. I did and it started into bios and i reset my boot order. It started to boot into windows 8.1, it showed the windows logo and everything but then flashed the bsod quickly and restarted, then it went into startup fix mode and i tried to restore it, fix the startup but those didnt work. i So I got my windows 8.1 disk out tried to do a system repair from disk but it wouldnt do it and tried to do a clean install but about 65% through it gives me a message saying "Windows cannot install required files. The file may be corrupt or missing. Make sure all files required for installation are available, and restart installation. Error code: 0x80070570." I was wondering if it could be a bios issue so i flashed another image i found on asrock's site that is version L2.31A tried installing windows 8.1 again same error. So i turned everything off, unplugged the power cable, reset the jumper, took out cmos battery, and ran memtest86 to make sure it wasn't a memory issue ( I have 2 4GB dimms, and i tried using each one individually to see if they were bad but same issue). I switched sata cables around, switched sata ports. I had an extra harddrive laying around so i tried to install windows on it to see if maybe it was a harddrive problem, same error. So thats what I've been trying to fix all morning, I was trying to check everything I could to figure out if I messed my motherboard up before going to buy a new one. Would this be a bios problem if it will let me get all the way into the windows install? i get windows through my university so im downloading the windows 8.0 iso to see if maybe the 8.1 image is corrupted. Sorry this is such a long post, If anyone has dealt with this before any help would be appreciated.

Edit: Also after all that had not worked i flashed the bios back to 2.30
