Hello! First, thank you for taking the time to read this! Second, I would like to ask a separate question: is there such a thing as a decent gaming laptop that doesn't cost $1k+?

I will be building from scratch so I will need everything. I only play mild games such as WoW so I would like a computer that can handle the displays in max settings without lag or without the fan going crazy on me. I would also like to future-proof it as I am planning on playing the Final Fantasy Online game that's coming out, and would like to play that in moderate to max settings as well without lag (especially when critical). Please help me!

Approximate Purchase Date: between now and next month

Budget Range: Max price is $700

System Usage from Most to Least Important: gaming, school papers & research, browsing the web, possibly watching streaming movies.

Are you buying a monitor: Yes. Recommendations, please.

Parts to Upgrade: need everything from scratch.

Do you need to buy OS: Yes

Preferred Website(s) for Parts: any reliable site

Location: Raleigh, NC

Parts Preferences: AMD or intel? Pros? Cons?

Overclocking: No

SLI or Crossfire: Don't know.

Your Monitor Resolution: 1920x?

Additional Comments: Do I need a cooling fan?

And Most Importantly, Why Are You Upgrading: Need an up-to-date computer for once. Any additional information or questions required of me, please ask. I will be in class so I will check when I return. Thank you!

Solution
Your budget it pretty tight for what you're wanting the system to do. This is about the lowest I could come up with that even slightly resembles a budget gaming system including the OS and monitor for $700. I cut about every corner I would feel comfortable cutting. You will have to pick your own keyboard and mouse.
