Im confused Why? Help!

I have one PC that cannot play Dota2 in all High settings @60 FPS stable (VSYNCED).
It hits 60 fps when not in action but when in action, it drops to 40+. -_-
Is my GPU not good enough? or what? I need Help. :( (

No OC involved, all stock

Specs are:
CPU = AMD Athlon II x2 250 3.0 Ghz
RAM = 4gb ddr3 1333 Mhz (Single Stick)
GPU = Asus GTX 650-E 1gb ddr5 128bit
Display = 1366*768 Monitor 19"

well you need to take vsync off. It limits your fps at the cost of no screen tearing.

oh, i thought my GPU is strong enough to run it with stable FPS on Vsynced. Well I can try that, il update it here later,. thanks for the info sir.

Update:

I already turned off the Vsync and the FPS still dropped to 40+, in this case,.
what part do i need to replace in order to maintain stable 60 FPS Vsync even in ACTION?

is it the RAM, CPU or GPU?

well most games depends on your gpu so aslong as you have like 8gb of ram then gpu > cpu. Just make sure your cpu doesn't bottleneck your gpu
