I have one PC that cannot play Dota2 in all High settings @60 FPS stable (VSYNCED).
It hits 60 fps when not in action but when in action, it drops to 40+. -_-
Is my GPU not good enough? or what? I need Help.

No OC involved, all stock
Specs are:
CPU = AMD Athlon II x2 250 3.0 Ghz
RAM = 4gb ddr3 1333 Mhz (Single Stick)
GPU = Asus GTX 650-E 1gb ddr5 128bit
Display = 1366*768 Monitor 19"
