I have wifi on my iphone and tablet but I don't have connection in my apartment.

I do not have internet services at home but I do have it on my iphone and tablet. I'm able to access wifi when I'm away from home through business that have hotspots. can I purchase equipment, say a booster that will allow my wifi access to be active while I'm home without signing up for internet services? I also do not have a phone line at home.

No. Wifi comes from a wifi access point (a piece of hardware) that is attached to a wired Internet connection. You have Wifi access at hotspots because the business with the hotspot is paying for Internet access and providing the service through one or more access points.

If you don't have an internet service provider at home, you can't run an access point. And any wifi that you might manage to connect to is someone else's; you shouldn't be on it.

You said that you don't have a phone line at home. If you have wired internet service, what kind? You could add an access point to it, or your router might already have the ability to provide Wifi service and just need to be configured.
