If you deleted then wiped from recycle bin there you MAY be able to recover it using file recovery software. When you delete a file it stays on the HDD but gets marked so it can be overwritten. Its possible to recover this. If it was deleted using secure delete software then no you cant. There is a link here http://www.piriform.com/recuva/builds its a free file recovery tool.
