BIOS and fan speed problems. please help!

Hey, I'm a 14 year old kid really interested in computers and stuff, but i have a problem.
When i enter my BIOS almost everything seems to be grayed out, and i cant overclock, or increase my fan speed there. I doubt its because im not the administrator or something.

WHEN I enter my BIOS my fan goes FULL SPEED, its really loud and stuff, but when i enter my desktop its all slow again. I have tried a bunch of programs but that didn't really help at all.

When my PC is idle, it is around 59C, which is hot, and it also prevents me from playing game to the max. I have cleaned my laptop from dust a few times by using a vacuum cleaner on the holes under my laptop.

So if anyone could tell me how i could increase my fan speed AND stop the grayed out BIOS that would be great, thanks.

my specs:
i5 3210m at 2.5Ghz not overclocked
4 gigs ram
Hitachi something with 700GB
GT630m (i know, not the best)
BIOS: American Megatrends Inc. P05ABI.016.130917.dg,
and im not really sure about the rest
 
Solution
The bios functions will probably be always greyed out = it's a mainstream laptop!
The manufacturers do this on purpose,so they don't have to deal with end user abuse.

Very real possibilty. Also overclocking a laptop seems like stupid idea IMO so don't even bother.
