How to open a stuck "retention clamp" on HP workstation PC?

I have an HP xw6600 workstation PC/made circa 2007.

Trying to remove and replace a PCI express graphics card, but there is a "retention clamp" that runs across the side of the PCI slots that I can't free up (highlighted in yellow):

I followed the instructions in releasing the two plastic "retention clamp levers" (service manual screenshot):

..but the levers will not will not budge. (two plastic, greenish clamp levers/by red arrows):

I don't know if this is due to age (PC purchased used) or I am doing something wrong?
I would appreciate any advice. Thanks.
 
ok basically how this works is that on the inside of the case, you need to press down and towards the outside of the case and those little blue plastic things will, in a kinda lever fasion, pop out of the back of the case (so you need to apply slight force to the top of them in order to get them to pop out the back.
