My system specs 8 GB DDR3 1333
Phenom II X6 CPU Clocked at 3.40 Ghz

What is the best Possible Card I can get with My Budget what should I get and why ?........GO

$240 is the price you need for an amd radeon 7870. The 7870 can run many games on high settings, like skyrim on full settings at 71 fps on average. I run Arma 3 ultra settings at around 30-50 fps, or Minecraft at full settings at around 100-300 fps on average.

I currently have the amd radeon 7870 xfx DD, and its a great card.
If you prefer Nvidia cards, either get the 660ti or the 660. Those are also great cards.

The 660ti will perform a bit better in different games. But for the price i recommend an amd radeon 7870.
Games that support PhysX will support the 660ti better, but you won't really see a difference at all.

I have considered the 7870 but I know more and more Games are using Physx and I want the most out of my Gaming experience is the GTX 660
2GB worth getting ?

The GTX 760 is superior to the 660 by a large margin, near in performance to a 670, though I will not claim to be a prophet, NVidia's PhysX does see some regular use, and that may increase, but I wouldn't let it dictate your decision, unless it is a close tie between an AMD and a NVidia card. PhysX is cool, and really nice when used, but it isn't a standard, so it really only is evident that it helps in a few bigger developer's games.

The GTX 660/660ti are both worth getting. If you cannot find these cards, then go with a GTX 760. The GTX 760 is around $280, Though you don't have that much money. The 7870 is around $200, and you'll save $40. The 7870 is a card that i definitely recommend. Search up some gameplay with the 7870. Then you'll see how fast it is.

Being use to Nvidia will it be hard to get use to AMD Graphics settings ? I mean I know nothing about AMD cards I am so use to Nvidia options

Also another question if I get the 7870 particularly the "XFX 7870 Double D 2GB" how is the reliability ? I have heard a lot of flaws with AMD card design and reliability such as Fans going out I am a hard core Gamer My PC stays running all the time as it is my only form of entertainment and I want a card that will stay strong and get
High/Ultra Settings all games at 1080P especially Skyrim with Graphic Mods and if I can get solid frame rates most of the time I'll be happy
with at least 40-50-60 FPS at those settings
