Is my Motherboard PCI 3.0 Compatible?

Heya, i bought a new graphics card (gigabyte geforce gtx 650) which had a equal to / lower power consumption than my prvious (gtx 550) i use the HP Pavilion HPE: h8-1130sc model with the Hp IPISB-CH2 623913-001 Motherboard but when i put the graphics card in i get stuck on the bootup screen, unable to go into my bios or anything. could this be becase my motherboard isnt PCI 3.0 compatible? i looked around for ages and couldnt find any specifications on the matter.

i purchased this with a new SSD aswell, so i had to reinstall windows and drivers and so on, could it be a driver issue?

the old card works just fine, read some other places had similar issues, but went into the Bios to change some stuff to legacy rom, but i cant get into my bios with the card in it :/ the 650 that is. it really shouldnt be a power issue since they're both 400W requirement, and max consumption is 98W for the 550, and around 70 if i remember correctly for the 650.

no i havent, and i dont have another motherboard to my disposal, since i gave away my old PC to a friend. only have laptops besides my one desktop. :/ so would u recomend sending the card back and getting a new one?
