Corrupt Registry After Cleaning PC Tower

Hi all,
So today I decided to clean my windows 7 pc, like I always do when my fps drops in games. This time however, I cleaned the graphics card as well as the cpu fan.
After start up, two options pop up
1. startup repair
2. start windows normally
both options would eventually reach an inevitable conclusion: corrupt registry
I tried going into safe mode, but it doesn't work...I don't have any backup discs since they never came with the tower, but judging from other posts I found on google they don't work either.
So, my startup repair is useless, cannot access command prompt, recovery is a bust...any way to fix this would be appreciated.
EDIT: tried this

but i have this error: "the device is not ready"
