Frequent computer shutdowns, won't turn on for upto an hour

My computer has been shuting down completely. It will be working fine one instant and the next it seems like someone has pulled out the power cord. When it shuts down it won't turn back on till sometime after, at first I would only have to wait about 10mins to turn it back on but lately I have had to wait upto 45mins for it to turn back on. When it does turn back on there is a CMOS check notification thing and the time is wrong I replaced the cmos battery but the problem still persisted.

Then I thought it was a CPU overheat issue and installing a cooler seemed to fix it for awhile but then it started crashing again. Then I took it to a pc repair shop, they suggested a new gpu. The new gpu has been in for about a month and all seemed fine up till yesterday when in started crashing again. The gpu temps have been at 45 degrees and the CPU at about the same. I have also replaced the old Psu but to no avail. At first the crashes would only occur during gaming but then started to occur while watching videos or streams. I am beginning to think maybe it is the mother board? Does anyone have ideas or advice on what this might be?

Gpu:Radeon 7850
CPU: i5 2500
Psu: cooler master ucp 700w
Mobo: gigabyte ha65m-ud3h-b3

Has anyone else got any input on this problem or has experienced similar symptoms? Could the issue be RAM related?
I forgot to mention that I need to unplug the power cord before it will turn back on

I have already tried a different PSU but the crashes still occur. I guess ill have to test the RAM then.
