Is my RMA Motherboard (GIGABYTE 970A UD3P)...DOA!?? First build :(

I can't believe this, I RMA'd my MSI 970 G46 Board 2-3 weeks ago, I got refunded and purchased a more "pricey" Motherboard, in the hopes that I was buy QUALITY. I plugged in my 20+4 pin straight away, just to see if it'd give off power, ANNNND...nothing happened? I plugged in my 20+4 pin, turned on the power from my Corsair CX600 Power Supply, and the 120mm fan on it didn't spin, nor did anything else...I've tested the Powersupply on different PC's too. Does this mean the MoBo is faulty, again?? Or do I need more parts in it, CPU, RAM, Etc. I'm pretty upset right now...spent an extra $30 for a nicer motherboard, only to find out it's probably DOA...2 motherboards in a row, honestly...what is the chances of that. Hate this. Why can't they test the Motherboards before shipping, and charge a $5 premium...my week's ruined.

I did, it wouldn't start up...I assumed it was because it was only a 20 Pin (older PC) so I tried on my (already installed, wired all over my tower) Corsair CX600, and surely enough, wouldn't power up... :(

EDIT: Probably should've mentioned that, from the beginning, was in a rush.
 
pc wont turn on with out the cpu installed. motherboard and power supply use electronic switches and dead short protection. start with the mb out of the case with the power supply the cpu installed with the heat sink and one stick of ram. if the mb has onboard video when you use the case on switch to start the mb outside the case it should turn on and show the mb splash screen. you should with a keyboard get into the bios. to get to this point your mb has to have the cpu your using under the cpu guild as a tested or known cpu that will run in your mb. there only few newer mb that can take the new 9000 cpu due to there wattage. the motherboard itself has to have a bios file that has the right cpu code. the 970x mb if the bios is to old wont post the vishia line of cpu. your power supply has to be working and the power good line have the right voltage output to turn the cpu on. if you have to use the green wire bypass trick at a friends house that has a muilt meter and see if the power supply turns on and the output on the wires are within atx spec.
things that will stop a build from posting...not using the brass mb standoffs and the mb shorting out to the case. the motherboard back metal io shield has a finger or it not seated right in the case and causing dead short.
forgetting the four or eight pin pci power plug or using video card six plus two cable on that port.
plugging a 3 pin fan into the wrong pins on fan port that has 4 pin. plugging floppy power plug into 4 pin fan header.
having a bad case fan. having bad usb cable or bent pin in usb or ethernet port. after market heat sink has metal back plate and it shorting the cpu out. bent pin under the cpu or bent pins on the cpu. smashing the ram into the dim slots the wrong way and snapping the ram clips. snapping the video card slot by forgetting to unlock it.
petting a fluffy cat when building...spilling coke on your rig while building. plugging or unplugging parts with the pc on and letting out the magic smoke. plugging a new pc into 220v line and have the power supply set to 110v.

Thanks for the reply! I tried the PSU in 2 diff. Systems, I tried the Motherboard in 2 diff systems. The Power Supply powered up on the different systems, are you saying that THIS 970 board, needs to have additional components in it, in order to have power running? Because when I tested the PSU on the diff. systems the fans where working, my fan controller was working, etc. The 970 board gave out no power...

Just an update to anyone who cares, I contacted NewEgg, they're sending me a Shipping label, and giving me 2-day shipping for the inconvenience, would've been nice to have overnight, but 2-day will do. I'm pretty confident the Motherboard is DOA, I just put together my MOBO, RAM, and CPU, all outside of my case, with the 20+4 pin attached, no power. I've asked for a replacement.
