5400 RPM HDD, come on dude...
12 threads are nowhere no important for gaming as 4 threads still is more than enough.
2 sec, I'll come with a suggestion.

there's a few incompatibilities with the build you suggested. how can I fix that?

You again -.-
Here we go:
1) It spins at 5400 - 7200 RPM depending on if it is being used or not. I personally have 2 of those and i dont see the difference between my 7200 rpm and the 5400 - 7200 rpm.
2) I am sure he is going to keep this computer for quite a while (5-6 years), so more cores are and will become more and more important and more utilized. This is reinforced due to the fact that the consoles have 8 core CPUs.
There are no compatibility issues. Only with some boards you have to update the BIOS, which is not the case with this board as it was released with the ivy bridge e (i7 4930k) processors :)

If you can't feel the difference between 5400 rpm and 7200 rpm, you only use you HDD for light work.
There is a great distance between 5400 rpm and 7200 rpm in raw performance.

You do realize when the fx 8xxx came out people said the exact same thing: Games will now ultilize 8 cores because AMD have a 8 core. The fact that consoles have 8 cores means absolutely nothing for PC gamers. Modern games still only utilizes 2-3 threads, a few games utilize 3-4 threads with 2-3 subthreads(BF4).

Most motherboards come with the latest motherboard update. Unless it have been sitting and collection dust for about a year now, it might not have the latest but should still support IV-E.

Might aswell for his budget, I never said you shouldn't. So please don't try twist my words.
Also he won't have to update the BIOS.

I personally like this build, in the future games will probably require more cores to run well.
