I won 10 thousand dollars in the lottery and I have been dreaming to get a gaming PC for about 3 years. I want 4 GTX Titans, 16 gigs of RAM and an i7 4960x. Can you tell me other parts I can blow off all this money I don't even need?
 
First of all, the scaling from 2 way-sli to 4 way-sli is very bad. So 2 cards is the way to go. The GTX 780 Ti is cheaper and faster than the Titan. So, here's what I recommend you :

if the build is more for gaming than get a haswell i7 4770K, it will beat both sandy-e and ivy-e for gaming. if its more video editing than get an ivy-e set up, it beats everything for content creation.

close to half the budget for a 4k monitor? and as much as my underware is green, even i have to admit that r9-290x is a vastly superior set up for 4k gaming than any nvidia card(s). . . just saying.
