I don't think you are at the reinstall point. I think you need to do like USAFRet says and hit the keys and see what it says. It might just ask you to log in.

Your windows Boot has been corrupted so this set of keys is used to reboot the system im not sure how to fix it the only think i know how to fix it is to do a fresh install of windows.
Hope this helps
