XEON e5-2695 vs e5-2690; Frequency vs Cores/Threads/Cache

What I will use it for is Premiere Pro CS6 basically, but some basic After Effects as well- mainly creating proxies from cinemaDNG (hence I'm asking about transcoding), maybe rarely vfx work too.

2.40GHz Intel XEON E5-2695 v2; 12C/24T; 30MB L3; 8GT/s; 22nm
vs
3.0GHz Intel XEON E5-2690 v2; 10C/20T; 25MB L3; 8GT/s; 22nm

It might be a noob question, but it's been on my mind for a while and don't know what to consider when thinking about this:
So, for video rendering and transcoding into different formats, how does higher frequency vs number of threads and cores and cache memory come into play?

The price difference is over $300 and I assume the 2695 at lower frequency is better. Can somebody explain why and how does this assess in video editing, so me and all the others who come to look for an answer know what to look for when building their system?

Also, would you say I'd be better off with an i7-4930mx or mq rather than XEON?

Since it is the same generation. I usually use something like 2.4*24 vs 3*20, even with 5mb more l3 cache, I would go with the 2690. and use the $300 get more/faster ram, SSD, better gpu or something.

i7-4930mx is mobile processor. are you getting a laptop?
