can i use a 450w PSU on i3-4130 with a ASUS H81M-E and no GPU? just planning to use the onboard graphics. :D

Yeah that is fine. The max TDP is only 52 Watts for the CPU.

Yes, you can since your CPU has a TDP of 54W,I don't know whether that includes the Intel HD Graphics(Which should use 15-20W) or not
I also could not find the motherboard's power consumption,but it should be anywhere between 50(maybe less) to 150W.
Considering everything individually and at max power you should have at least 220+Watts to power other components so I would not worry. You should tell more of you components but in any case, it seems that you are building a simple PC for everyday use,so I am guessing you won't use any power-hungry components.
