new graphics card black screen

I just bought a radeon hd7870 to upgrade from the hd5770.
My motherboard is p67 h2-a3 with a 650w psu.
After adjusting the bios many times and trying safe mode boot I'm starting to think the card is doa.
When i install it and turn on the power it sounds as if the cpu doesn't even turn on but all the fans do. The screen stays black and the keyboard doesn't even light up and no beeps occur. After a short while the fans turn off and on. I may be able to try the gpu in another desktop but if i can't find one should i just send it back and get a replacement?

Put your old GPU back into the build and see if it operates normally.If the computer boots normally, then chances are that your new GPU is infact DOA (sorry if it is).

It's working fine with the old gpu put back in. I went out and got a 750w psu to replace my 650w one and it still didn't boot up. I also ended up rma the gpu and just got another one in the mail today, same problems though. My mobo has 2 pcie 2.0 slots, would the 3.0 card have issues with backword compatability or is it possible i have had 2 doa cards now?
