Is it safe to delete Windows.old folder?

So I upgraded from windows 7 to windows 8.1 yesterday and now I found this folder. There are some user files in there but I already backed them up so I don't need them. But there is also a "Windows" folder in there and I'm not sure should I delete it (is it safe)?

    Windows.old.

Go through Control Panel, Administrative Tools, Free up Disk Space.
    'Remove old versions of Windows'
  2. +1, it only backs up user files, not any files vital to the running of the system. All of those were reinstalled with the upgrade. I would follow the method USAFRet offered.
