PCI-E slots different?

GPU: http://www.evga.com/Products/Product.aspx?pn=02G-P4-3765-KR

I attempted to put my GPU in the top blue slot, but it hits that piece directly above it, and will not fit in the slot. Consequently, I put it in the white PCI-E slot. Will this matter at all?

Yes. For single card installations, you'll need to occupy the blue slot.

What exactly is it touching? That heatsink seems close but it looks like there is just enough space for the PCB to fit next to it.

It is touching the blue metal marked "AMD Chipset" on the diagram.

From what I can see, you have a genuine PCIe slot on your motherboard. Maybe you're not slotting the Graphics Card in correctly. Is your graphics card PCI or PCIe? For more information, please go to http://computer.howstuffworks.com/graphics-card.htm
