PC fps stutter

When playing PC games, specifically League of Legends, my fps usually sits around 60 fps. I have never had any problems with fps until recently. Now while playing, I randomly get small drops to around 45-50 fps.The problem is this change causes a stutter on the screen and its impossible to play well. I've noticed the graphics in other games are also slow. Hex, a card game, takes a long time to load up the cards all of the sudden. Also, during the loading screen of league of legends, I used to be the first one to load in no problem. Now it takes me forever to even start loading and then isn't nearly as fast. Everything on league of legends support forums hasn't helped. I ran antimalwarebytes and ccleaner but it didn't help. I'm starting to think a part could be failing. Can anyone offer any advice? Thanks in advance.

You install MSI, it sits in the tray. You can bring up the settings, then under Monitoring set what you want to monitor, usually just temp and FPS, but some like to see CPu utilization and so on. To show it as a OSD you need to click the check box at the bottom of that selected item. So when your in game you can see how much usage there is, temps and so on without ALT Tab out .

FYI you can select the info in the SPECCY tab and just copy and pasted here. Now given the system, unless it is overheating (possibly) when gaming (though your IDLE temps in SPECCY look great) you may have to do one of two things.

1) Uninstall the NVidia Drivers. Download and run Driver Sweeper to REALLY remove the drivers from the computer. Reboot, then...
the basics:
If you have Microsoft Security Essentials (MSE) that is garbage and you need to uninstall it first
go to www.filehippo.com and download / install AVAST! or AVG and have them to a FULL SCAN of your computer.
downloaded and run MALWAREBYTES to run a full scan (NOT a QUICK SCAN)
Download Slim Driver and make sure all drivers are up to date.
Download SPECCY and post the first tab here, this will give us also you IDLE temp
Download install MSI Afterburner, then run some games or other 3D apps, if you do crash, what was the temp?
Open the case, use canned air and blow out all the bunnies inside, use a paint brush on the vent , fans, grills, etc.

See where we stand once all these are done.

Thanks for the help. I did everything on the list. No threats found for AVAST! and MALWAREBYTES. Updated everything through slim driver. Here is my speccy http://imgur.com/w8EQ8nP I'm not really sure how to use MSI Afterburner. Can you tell me what I should do? I'm cleaning out the laptop now.

2) Bakcup your data with Windows Easy Transfer, wipe the drive with DBAN and install a fresh copy of Windows, AVAST!, All Updates and Options from Windows Update (except Bing), run Slim Drivers, then install JUST the games having issues. If under a clean install you still have issues then you probably have a hardware issue to look into (Run Memtest86 against the RAM and HDTUNE against the HDD).
