[Unsolved] PC won't shut down - I'm gonna throw it out of the window

I have a custom built PC and after a year this PC has started to occur. I noticed that initially I had overheating problems which caused my PC to shut-down automatically, and I got my graphics card replaced. For the period I was on integrated graphics I had no problems whatsoever, but as soon as my new (and repaired) graphics card came back there is a new problem started to show up:

My PC can't turn off. Yes my power button is correctly configured and I know how to open the windows charms bar. I've closed down literally any piece of software that could interfere with the system's shut down and followed millions of tutorials. The problem keeps on going: as soon as my PC leaves the "shutting down" phase my screen turns black but my PC keeps running (I can hear all the fans spinning still and the power button light is still on). This problem occurred on both windows 7 and 8.1

Personally I blame it to be a failure to shutdown the graphics card, I do not however know how to change it's power settings or find the specific problem.

Any help is highly appreciated

    You're not the first to say that. Why do you say so though? I mean, the PC works fine when operating it's just that with the gpu plugged in it never ever shuts down and I have to force it.

    If the GPU is too weak, it is struggling to work properly with the GPU installed.

    Would thar prevent my PC from shutting down though? I mean I don't have that problem anymore. My PSU manages to perfectly feed my PC even during gaming, it's just that it won't shut down when I want it to.
  5. I had a similar problem but intermittent using a 7970 card for about 9 months. The issue disappeared when I bought a new monitor. The old monitor was about 7 years old. The card is the only component in your system that is the same as mine.
