Having frame drops when over 25% cpu

When im playing games (mostly League of Legends), i can't have my chrome open at the same time, because if my cpu goes over 25% i start having lag spikes. I have a AMD FX 8350 8 core.

Anyone who can help?

Gpu: XFX Radeon R9 290
Motherboard: ASUS Crosshair V Formula-Z, Socket-AM3+ (chipset type is AMD 990FX / AMD SB950)

This may sound stupid but you did install the gpu drivers right?
Also download MSI afterburner and enable onscreen display to check your gpu usage ingame.
You are saying that your cpu doesnt go over 25 % load?
 
1) Update your BIOS to the most recent version.
2) Check your temperatures at idle and while playing games (take a screenshot, let it run while you're playing, then take another screenshot). Run HWMonitor and post a screenshot of the results here.

Your setup should have no trouble with LoL.

My GPU usage is fine and it seems to run as it should. And my fps starts dropping once i reach 25% cpu, only really pay attention to it when i play lol. Then there's really no point in having 2 monitiors when i can't even have chrome open while playing.

I know my GPU get's REALLY hot, but AMD themselves said, that it runs on 90C without any trouble.
 


Alright, I'd try updating your BIOS then. It's possible you're running a version that doesn't support the FX 8350. You can get the newest version of the BIOS from the manufacturer's model support page.

Just updates the BIOS and it didn't seem to fix it. Could it be that some games only can use the 2 first cores? Or something like that. And it only lags when im like watching livestreams or having one open.
 


FXs do have weak per-core performance, and many games don't use more than 4 so it could be the cause. It's possible that the livestreams use flash players that can lock your GPU usage (heard it a while back). You could try overclocking for more performance, as long as you have adequate cooling.

So the problem is the flash player used to watch streams?
And i have water cooling, so i could try overclocking, but i don't know how much?
