Yes, it does. Get a PCIe 3.0 mobo if you are worried about it.

"Does it matter?"

You probably will never notice the difference, unless you are putting a very high-end overclocked AMD CPU and lots of fast RAM on that board. But then, wouldn't you get a better board?
