Skyrim FPS drop after windows 8.1 update

It's very likely a DRIVER isn't properly installed. Windows 8 performs nearly IDENTICAL to Windows 7 on average for games (within 1%).
Main drivers:
1) Motherboard Main Chipset
2) Audio
3) AMD Video driver (use the APU driver and Auto-Detect method)
