Pci-Express does have more bandwidth than sata3, but pci-express ssds can get a lot more expensive:

I have a feeling that the cheaper models in that list don't take full advantage of the pci-express bandwidth. Not all pci-express ssds are bootable, and you have to make sure your motherboard supports booting from a pci-express ssd. Also, the motherboard's POST sequence will often take a fixed amount of time before it even starts reading the boot drive, whether that's an ssd or hdd. Some motherboards have options to make the POST run faster (presumably by skipping some of the tests), but not all.
Why do you want Windows to boot so fast, anyway?

ok so best ssd than its size is not a issue jst have to be fast enough

and reason is my friend bought a mac pro and we are jst compare things and its like mac boots in 17 sec and my pc in 27 sec

Well, it's a MAC vs a Windows system, you can't expect them to load in the same time, they are different hardware and software.

If you friend bought a 4 wheel jeep and you have a Corolla will you try to get the Corolla to also go off road?

Get an SSD if you want faster boot times.
