new build hanging at bios screen

and stock cpu cooler till this weekend

So i just got done building the pc and looked good thus far...i then turned it on after hooking up an hdmi cord to my monitor from my video card and no picture...no worries as of yet (thinking i just need gpu drivers) so i used the onboard for now to get things rolling with OS install

but to my suprise i had a frozen screen on the bios load screen for del to setup f8 for boot etc etc (you know what screen im refering to) and my wired usb keyboard wasnt functioning or lights on, so i thought ok i need to reset my cmos battery for a minute or two, i popped the cmos back in and same result, so i took 1 of the sticks of ram out and made it into the bios setup to update the bios seeing as this mobo might need it with the fx series cpus yet again during the update it freezes up

after a few more attempts to get past the bios load screen with no success i repeted the steps over and over again and i was able to get my windows cd to start loading and maybe update the bios later (i was grasping at straws here) yet not to my suprise it hangs and freezes up during the instalation again and have to try and repeat the steps over and over again... i now cannot get past the post bios screen and the distorted image it gives me ( kinda a blurry image of the screen with red and green lines mixed in)

im pretty sure my components are compatible but maybe there not

and im left with no answers on whats wrong... please help

I would assume it's the motherboard or RAM that's causing this.
Did you take all the necessary ESD precautions?

Try booting with just 1 stick of RAM, the CPU & cooler and the PSU.

That PSU does look a bit dodgy.
