There is a chance that the game is not compatible for most hardware since it is an indie game. Do you have the latest GPU driver installed? If yes, then you should ask the developer about it.

yh i have a gtx 780 n its running in sync with gforce experience so it auto installs the drivers for me. i have just found out that turning the resolution done increases the fps alot as i was previiously running at 1680x1050 and now running at 1360x768 but considering i have 3gb of dedicated graphics memory i dint think it would be to hard to it to run a 2d indie game

It's the compatibility fault. The game is not compatible on the hardware. Indie games is low-budget games. I never expect much from it. GTX 780 with 3GB can run any games on 1680x1050 monitor smoothly. Maybe the developer's monitor is 1360x768 monitor and the game is only compatible to run on that resolution? We never know... You should tell the dev about it.

850W is more than enough. Well... all you can do now is pretty much wait and see if there is any response or find a patch for it. Or.... play the 2D game at lower resolution since it's a 2D game. (ya know what i'm saying)
