2) To get 4,8 Ghz will it be enough to have evo 212 ?
3) How many watts will I need for 4,8ghz cpu with gtx 770 ?

the 8350 is better but the 8320 is pretty similar but if the price difference is a lot then just get the 8320. I'd personally get the 8350.

Both will OC to 4.8GHz, and the Hyper 212 EVO will keep temps at a good level as it is a very good CPU cooler. Your PSU will be fine as long as it is over 550 watts.

Oh actually I'm planning on 750 watts (bronze) because I will overclock gpu aswell, but is it overkill ? I mean it takes a lot of Watts gpu and with cpu and other things ?

nope, more watts the better, it is more efficient and always good to have headroom, I was saying 550 watts as minimum, I would never recommend that though. I was going to recommend 700 watts, but 750 is even a better choice.
