Seagate 1TB hard drive not being detected

I have a Seagate 1TB FreeAgent GoFlex external portable hard drive. It's been spotty in being recognized by my PC over the last week and I thought that it might have to do with a power outage that we had and maybe the USB ports on the front of the computer were now faulty. I bought a Dynex USB hub but it hasn't really seemed to help with the HD only being recognized some of the time. I plugged the hard drive into the PC this morning and it is not recognized at all. I tried plugging it into the USB hub, one of the ports on the front that I thought were bad and also unplugged my printer from the back of the computer, since I know the printer works from that port. None of them get the HD to be recognized.

The light on the hard drive does come on and when I plug it in it spins up and I can feel the drive spinning inside. Also, the HD works on my laptop, just not on my PC. I also don't think that it's the PC because my wife has the exact same external hard drive and her's works just fine.

Any help or suggestions are appreciated.
