Speeds jumping around

I just built with FX-6300 and M5A99FX PRO 2.0.

Currently everything is set to defaults, and the target clock speed in the bios is at 3.5ghz.

According to CPU-Z the core speed is jumping between 1400-4100mhz and the voltage between 0.8 and 1.4.

According to Openhardware Monitor its jumping between 1400mhz and 3812mhz. (at 4 degrees celsius)

Speccy is showing the temperature at between 3 degrees and 10 degrees. (impossible right?).

I turned the OC auto tuner on just to see what it would go upto, then reset it to default. The Asus AI tuner is set as 'auto' by default, so that is currently on.

Should I be worried, or are the monitors just messing up?

CPU will lower their frequency and voltage depending on whether or not they are in use and how much much of a workload they are doing.
So there aren't anything to worry about there, unless it's a constant jumping back and forth.

Try to stresstest your CPU while monitoring the temperatures, it should then rise to its normal temperatures.
AMD temperatures is known to not be accurate when idle.

Well according to cpu-z the voltage jumping between 1v and 1.4v every few seconds.

And at idle the core speed is going from 1400mhz to 3500mhz to 3800mhz 4100mhz constantly as well. Even though its set at 3500mhz (non-overclocked) target in the bios.

In the bios the voltage stays at 1.332v and the 3500mhz though.

Ill stresstest it though and see what the temps do.
