The card runs on ultra with 13.12 drivers in Battlefield 4 around 45-60fps... I tried my friends Powercolor R9 290 PCS+ model in my PC, and it ran 70-110 fps. They odd part, is that my GPU beats his in Unigine Valley Extreme HD. My VAlley score is 55.7fps with 2289 score. Does Battlefield 4 just not like my model of the card specifically or...
What's wrong with it? It runs most other games right, why does BF4 run half as well.

Clean installed driver 13.12 (don't recommend beta)

Oh, hey there again xD Man, I tried the 14.1 beta... I had to reinstall it 2-3 times a day. 1 hour a day of driver installing didn't justify the FPS in BF4 for me. Every time I boot my PC with 14.1 on, It glitches the driver, and every game runs 20-30 fps. Only fix? reinstall or rollback to a stable driver (and yes, I did this correctly, wiped my registries and all AMD software each time). I shouldn't NEED Mantle anyway. If I NEED mantle, the card is underperforming. Yet, the ONLY game with troubes is BF4, as I match and or beat most Hardware Benchmarks... What's going on?

Afterburner, Sapphire's Trixx tool, and Unigine Valley show it as 1000clock and 1300 vram (which is the stock OC it was built for)...It's not like its not working, it works EVERY other game and program but BF4... Poor optimization is all I can think, but I've met many 8350/290 users with better FPS than me...

Thanks for trying man, but I'm stumped :/
